Partnership for education: establishing

Abstract
This paper examines the characteristics of educational policies in various countries aimed at ensuring equal access to school education. Particular attention is paid to the problems of rural schools in Kazakhstan. The results of international studies on the quality of education, in particular PISA-2022, are analysed, which confirm the lower level of preparation of rural schoolchildren compared to urban ones. Comprehensive support for schools from educational platforms providing access to digital resources is noted. The problem of staff shortages in small schools and limited opportunities for professional growth for rural teachers is also addressed. The author describes the “Support School – Magnet School” model as a possible solution for strengthening the educational process. The results of a project promoting the equalisation of educational opportunities for schoolchildren are presented.
