Recruiting new teachers for a changing world

Abstract

This article explores contemporary challenges in teacher recruitment, qualification, and retention in diverse global contexts. The author argues that there is no universal solution to teacher shortages, as effective recruitment and teacher development require approaches adapted to local conditions. The article examines key dimensions of teacher professionalism, measures of teacher quality, and the characteristics that distinguish novice and expert teachers. It highlights the importance of lifelong professional learning, including induction, mentoring, micro-credentials, and collaborative professional communities. Several structural levers for improving teacher quality are proposed: increasing access to expert support, providing time and environments for professional collaboration, and improving digital access for educators. These measures, taken together, have the potential to strengthen teacher competence, well-being, and retention, contributing to improved student outcomes and progress toward SDG 4.
